About the Illinois Domestic Worker Bill of Rights

The Illinois Domestic Workers’ Bill of Rights 

Throughout Illinois, thousands of domestic workers –housecleaners, nannies, caregivers, and others— enable their employers to pursue professions that contribute to the growth of our state’s economy. They work within homes across our state, but despite doing what is often called “the work that makes all other work possible,” domestic workers have long been excluded from basic labor protections that are afforded almost all other professions.

Under the Illinois Domestic Workers Bill of Rights, domestic workers now have rights to: the state’s minimum wage, the right to one day of rest, and protection against discrimination and harassment. The Illinois Domestic Worker Bill of Rights establishes a floor of basic standards and protections for domestic workers like nannies, housecleaners, and home care workers while creating clear guidelines for employers.

Domestic workers are predominantly women and women of color. They are dedicated to their professions but are all too often: unpaid for all hours worked, earn less than minimum wage, do not have a day of rest, and are frequently subject to sexual harassment and labor trafficking.

These abuses are the shameful legacy of our country’s history of slavery and discrimination.  Illinois has finally corrected this historic wrong by respecting all work and passing the Illinois Domestic Workers Bill of Rights.

The Domestic Workers Coalition passed a Domestic Workers' Bill of Rights in Illinois to ensure that domestic workers - those who care for our homes, our children, the disabled, and the elderly - are given the respect, dignity, and protection they deserve as equal members of our state's workforce.
